Gently place a screwdriver between two of the bolts holding the pulley to the water pump to hold it stationary. Use a big-ass wrench (I don't know the size off the top of my head) and rap it pretty good, counter-clockwise and Bob's your uncle (Always wanted to say that!)

I've always used a prybar and hammer, or an air chisel with the edge dulled. a couple of strikes on the flat of the big nut, and off it goes. Takes more time to get the tools out of the box than it does to actually loosen the fan.

You'd be amazed at just how similar the Rover tools are to using a screwdriver jammed between two bolts.
If you use an air chisel you don't even need to bother with it. It does help if the belt is still installed.
