1998 D1 will crank but not start

Update:
Fuel inertia switch - replaced
Relay module - replaced
Provided power independently to the fuel pump (double checked with volt meter)
Still not starting.
The fuel pump did not run with independent power.
Am I to assume the fuel pump is the issue?

Yes, I would have to say the pump is your problem. If you applied direct power to the pump and it did not work, that's clearly a problem. For future reference, It's easy to go down the rabbit hole of just replacing stuff as a guess. The stuff you replaced could have been tested and saved you some time and money but hey, now you have known good spares for next time.
