Bleeding Brakes - no fluid out of both rear brake lines

In case anyone wants to reference this in the future, here is an update/resolution to my issues: Replaced Prop Valve and bled system.

Overview of Results of testing from suggestions above:
Fluid coming out of master cylinder (4 and 14 per Rave Diagram)
Fluid coming out proportioning valve bottom lines and top ports EXCEPT for the front top (Black X on attached Rave Diagram)

Rear brakes would come and go depending on the angle of the vehicle (uphill would make them go away, downhill they would return).

Since it doesn't indicate direction of brake fluid flow in the diagram, this is what i could deduce. All of the descriptions say "To Pressure Reducing Valve" and none that say "From Pressure Reducing Valve". Cant have all the fluid going TO the PV without there being a FROM so had to make an educated guess what was what. (All numbers are per Rave diagram for better reference)

If anyone has a better diagram of the brake layout including flow direction thats different/more accurate than mine, id like to see it so I have a better tool for diagnosis but for now Ill use what i have.

Anyway, following the advice from others above, I checked the different connections for fluid flow and narrowed it down to the black x and replaced the prop valve.
