I'm trying to figure out what to do next in trying to figure out why my passenger power seat is not working.

What I've done/determined so far:

1) All fuses are fine. This includes the fuses under the driver's seat as well as #6 in the main fuse block that operates the accessories.
2) The switch itself works. I connect it to the driver's side wiring and the driver's seat works.
3) Trying to use the driver's side switch with the passenger side wiring does not work.
Update: 4) Have power from the switch to the seat motors, Just no movement.

So I assume this means all 4 motors are bad? Any other possibilities?

Jon,
I've got a 97 Disco 1 and I just fixed mine after days poking around like you have been doing.

Under the drivers seat you'll find 4 fuses and 4 relays. The 2 relays on the outside are for the electric seats. If your driver seat works with door open. Then swap the two relays for a test. They are identical, generic 4 post relays. After swapping them, see if the passenger seat then works with key on, then you know its the relay. If your relay is good, you should also feel/hear the relay click as soon as it's plugged to the socket - regardless of ignition position they are always hot - unless battery is dead.

I ordered a 5 pack from amazon for $12 (here's the link - https://www.amazon.com/gp/product/B08GJNNJ2D/ref=ppx_yo_dt_b_asin_title_o02_s00?ie=UTF8&psc=1

The other two relays under the seat go to the Driver or Passenger heated seats, and they also use the same type of relays (hence the 5 pack) just incase.

The easiest way to access the relays is to take the plastic cover off. It has a plastic button clip in the front and one in the back. There is a false one in the corner for looks - FYI.

You can also test by sticking a jumper between the two slots with a paper clip, go between the one blade that is facing different direction verses the others to the slot 180 across. See pic with arrows. The odd direction blade is power source, and the one your jumpering to is to the seat control switches on console. The other two blades on the relay - one goes to F6 fuse (power) and the other is to ground switch.

I also tested by running the paper clip on the relay, then plugged in the relay (so I could use it while I waited for the relays to come in - you can see it sitting on the door sill under my wrist - also in the same picture.)

Good luck
