D1 weak spark cyl 2/3

Issue popped up this morning on my way to work.

Got home, checked the spark on the coil pack for cyl 2 and 3.
Very weak, almost not there. All other packs are fine.
Replaced that pack, same issue.
Replaced all the packs, same issue.
Replaced wires and plugs, same issue.
Replaced ECU, issue went away until I started driving it around.

P1138 and p0300.

It seems like coil 2/3 isn't getting the full 12v?

Any ideas? Or where I should troubleshoot further? Broke my multimeter leads doing test on the coil packs.

P1138 is O2 sensor bank 1 sensor 1 low voltage < 12v. Test for 12v if not replace. O2 is on left side exhaust down pipe. P0300 is random misfire. 2&3 cause misfire.

Bank 1 sensor 1 is going to be the one closest to the manifold right?

This is what I am pulling from my UG (no idea what these should be at).
When you say test for 12v, does the truck just need the key on for this?

The 2/3 coil doesn't appear to be arching on anything, infact its getting very minimal voltage.
I pulled the coil and replaced it, the old one didn't appear to be funky. I checked the wires as well for any shorting.
I'll try to pull some of the covering off the harness and check to see if something has worn through.

Yes O2 sensor is the first one and yes to key on only.

So getting 12v to the O2.

Washed the rover off to get rid of the pollen so i would stop sneezing when I was diagnosing the no-spark issue.
Decided I should Hook my horns back up and disconnect them from the alarm (i've got a faulty door switch that sets it off sometimes).

Went back to diagnosing the spark issue, and now I have great spark on 2/3.

No idea what changed.

Still have the o2 code to fix, but i'll tackle that next weekend.
