Door issues

My front passenger door refuses to open from the outside, furthermore, in order to open it from the inside you have to pull up on the lock lever, and pull the door handle all at the same time. I've attempted to adjust the tension on the actuator, but had no luck. I've even purchased and installed a new one, to no avail.

Any suggestions please let me know.
