Emissions test

Did emissions test today, and thought I'd post all the readings from the past 15 years. Passed idle with flying colors. They failed me on the gas cap again (3rd time). So I bought another new gas cap (stant 10810). checker still doesn't have the correct listing for a 90 RRC. They have the plastic screw in type listed.

AZ, I dont know which state you live in, Im a virginia state and emissions inspector, in our books it show that just about all rovers from 87 to some 96 are exempt from fuel cap testing because there is no adaptor for them from 96 to date some have the threaded adaptor many don't so many of them again are exempt.
I guess them asking you to buy another fuel cap is a way to make money.

I'm in Arizona. Older non-ODB cars need to pass the IM240 tests (AWD and full-time 4wd idle only). This includes gas cap and vapor recovery stuff. My gas cap failed on the visual, because the rubber gasket was starting to crack.

Newer (2000?) vehicles just get the odbII plugin. Just reads past codes and it's pass/fail from there.

darn I guess northern virginia does not deserve the title of being the second tightest emissions test state surpassed only by california (or so they tell us in emissions class).
same test we do but again many non obd rovers are exempt from cap testing, we simply look for it to be present and installed.
oh well. older rovers are very primitive as far as emissions components.

I should amend that to say Maricopa county (metro phx) and Pinal county (metro Tucson). If you live and work outside of those areas, you have no emission test requirements. If you live outside and work inside those areas, you're required to have the inspections. Still no physical vehicle inspections, but we sure could use it. you should see some of the junkers driving around here!

in northern va, they have vans set up with sniffers, as you drive along they test for abnormal emissions. f they id your car as a "gross polluter" they take a picture of your tag and send it to you,along with a notice to get tested and pass with in certain period of time. if you do not comply your tags are revoked until you do comply.
you can be from another state or from a non testing jurisdiction, all it matters is that you are in this area polluting.

mine passes all with great numbers except the hydro carbons at idle!

Im getting failed cause of this...

co2 is fine at idle .. and co2 and HCs are great at the high rev test..


Tweaked the timing, didn't help, fresh gas didnt help air filter looks ok.. oil probably could be changed...

Thoughts>

running rich or stuck injector? how's your fuel pressure?

I need to take my new 350-kmi LWB to a smog check soon, and I am not sure it will pass - it definitely runs a bit rich.
Can't blame ignition components (yet) - it runs very smoothly, without any noticeable misses.

Man I am thankful to be in a non emissions area, also NC has proposed rolling back the requirement for antique vehicles to 25 years from 30 (?). I always cross my fingers to get my Classic to pass. Defender never has issues even though the shops are always perplexed when it pulls in.

Its always funny watching the goons beat on the steering wheel crash pad for the horn and searching for the ignition switch on the Defender...

I'm in Calif. Santa Clara county. I had my 3.9 '90 RRC smogged 6 months ago. They guy says " Your smog report looks like a new Honda"
O.K. so the engine was rebuilt in 2002 and only has around 10K on the rebuild and I just had a new CAT installed on the drivers side to replace the original 29 year old CAT, then cleaner than a whistle.
