Every time this happens, they're one step closer to binding their own children in the shackles of their ancestors.
That's the end result. If any easily identifiable group becomes too problematic in the eyes of an
already frustrated population, it will eventually be excised from the society at large, it will be permanently segregated, and it
will be exploited as a low cost resource in some fashion.
The problems can be real, they can be imagined; it doesn't matter what actually happened, or even why.
All that matters is a civilization in the throws of a painful identity crisis (ours, currently) will have found
one thing everyone can agree upon (because even the tiniest of common annoyances will be enough), and in doing so, will have found a scapegoat, an outlet for frustration, and even a whipping boy.
This slope is by far the most slippery of all, and we're not immune to sliding right down again just because it's 2016.
