Turn Switch holder

Hi All;
A few weeks ago the turns switch and light switches began turning with the steering wheel whilst I was on the road--End of Switch holder.
I got a used one, R&R the holder and it is STILL turning with the steering wheel.
Maybe I installed it wrong because the Haynes manual has no instructions about the Switch holder.
Any ideas what is wrong?

The screw should tighten down and keep the holder in place. Did it strip out?
I think I found the problem. The doughnut thing called the "Spring Clock Spiral Cable" is not turning. (I didn't even know it was supposed to).
The Switch holder should be alright. I needed one anyway because on the old one the two posts that secure the lower cover were broken off.

I think I have found the prob. (see pix)
It's called the "Spring Clock Spiral Cable" AMR 5631. It is frozen solid. I have never worked with one of these before and didn't realize it is supposed to turn.

you are right. The horn stopped working before it locked down. Whew !!
Right now I have removed it and the car is "functional" until I replace it.
The Air Bag is non-functional but as old as it is, it may not work anyway.
