what is this light and how does it illuminate

Ok, I'm stumped.
1996 Discovery
The 'red' marker lights in the rear bumper, sides. Are these rear side repeater indicator lights? If not what are they?

Plus, when, how, and what do I do to make them light up?

fog lights, its a switch on the trim around the gauge cluster on the left side. only works on with the running lights on.

Correct.
Mysterious to me since they have bulbs but I can't seem to activate them.

It's a marker lamp and on the same circuit as the tail lamps.
