"start a new thread" button on top of...

I have trouble(as in takes a long time) scrolling down to bottom of a page to start a new thread. And if you do "Ctrl" and "Home" it will go to the top of the page. I believe that was once said, but there was a reason one of the moderator's said why it is at the bottom.
