Horn and hazzards do they share a relay?

I hot wired them to make sure they were good which they were, I also checked the fuse in the fuse box. It was also good. I noticed in the book that horn and hazzards share a fuse. So I checked the hazzards and they don't work. I could not find a relay listed in the workshop manual. Any suggestions. 1990 RR County
