You might have a bad light switch.

On the d1, the front turn signal, next to the headlight is a signal only, not a runnung light, it uses a single element bulb.

Your headlights come on, but they are dull because that is the "european headlight". The headlight has a small (5 watt?) bulb in it to barely light your headlights, these are your parking lights. These are more common on old VW's. Your turn signals in the front are just that, turn signals and nothing more. If one of your headlights is out, it is very easy to replace. Put your hand down behind the headlight, go behind the main headlight bulb to the group of wires below. Twist that housing, and pull back, then pull the bulb in the housing out, remove bulb, take to auto parts store and get a new one.

You'll also notice that you have the european rear fog lights. On the left side of the dash the second switch from the top lights 2 bulbs in your upper rear clusters. These lights come on as bright as your brake lights. These lights are used as your rear fogs, so that people coming up on you can see you sooner. These lights are on all european cars and trucks, even the ones that make it to the US. When the US cars are made usually the bulbs are not installed, and the switch is left out. In my VW's I just popped a bulb into the socket. I then just connect the wires to my parking lights so they were on all the time. I have known a few peopls with Jaguars who do the same.
