Constant whining noise on 2000 disco II

I asked the dealer if the constant whining noise in the power steering pump is normal. He said it is. Can anyone confirm this? More likely you are getting a whine from the tension roller. If so it should be changed. There are no normal whines. The car is still under warranty and I had them look at the tensioner and they replaced one due to a bad bearing.
