99 D1. The pulley tensioner on the serpentine belt is connected to an arm which is connected to the engine block. The arm has some movement: it pivots slightly on the bolt that attaches it to the block. Is this normal? Should it pivot slightly?

Yes this is normal. The arm you are talking about is spring loaded. This is how it keeps your belt tight.
