Wheel well rust?

Yesterday I was cleaning my car when I realized the rear wheel well the back part had started to rust. Is this normal? Would the dealer replace for rust? I have had problems with the truck, no biggie I know its a rover, but now rust at 28000 miles in the wheel wells this is pissing me off. I suppose the dealer could replace the part, but I have a feeling the replacement would rust as well. For now, I'm not going to worry about it.
