94 Discovery Door edges

On my '94 it looks like lead or something on the bottom edges of the doors that is peeling off. What is this? Is this an issue that your average american body shop will scratch their heads over? Mine were doing the same and I had a body shop reputty them and I found some door trim to help prevent the gravel from bashing it apart again.
