The lights on the '99 mount at the rear of the lamp with bolt/plastic clip things. You can remove the lights by hand. '03+ lights are held in with three bolts, two on the top, and one on the inboard side behind the front grille. There is also a peg that fits into a hole on the outboard side body panel that wouldn't be present on a '99.
