Where is the fuel filter located on a 95 discovery? Is ther any special procedure involved in changing the filter or just nuts and bolts stuff.

It's located in the passenger side rear wheel well. Take the tire/wheel off for access and it's pretty sraight forward.

Go stand next to the rear wheelwell on the passenger side. Look past the tire at the front of the wheelwell, along the side of the frame... it's a typical cylindrical filter, very common... "genuine" is AC Delco. You may elect to depressurize the fuel system first: Pop the hood, look on the passenger side, on top of the engine block, beside the plenum, at the fuel rail. There's a black cap, just like an inner tube valve. Remove the cap, and depress the pin to depressurize the fuel system. (Don't let it squirt you down with gas!)

Your fuel filter might be stuck. I had to cut mine out and fabricate a new line. LR put it in a piss poor place, if you ask me...but it is easy to get to.
