I am trying to access the right rear panel to install a trailer wiring harness. It appears that the only way to have clear access to the panel is to remove the jump seat which is directly in front of it. Is this true or can I access through the taillight.

I've done this more times than I can count...

I'm assuming when you say "right" you are talking about the passenger's side, because that's the one that is really in the way. The only way into the taillight is through the access panel. There is no outside access (on DIs at least - not sure about DIIs)

I just back out the two Torx screws holding the top of the seat in, and let the seat flop down onto the floor. Then take out the access panel and do your thing. My brake/driving/reverse lights are so touchy that I chose to leave the little access panel off.

I also leave spare packs of 1157s and 1156s in each access area. Damn Lucas.

If you got the factory harness, it just plugs in and there is a knockout in the bottom of the chassis behind the light. You can see it when you climb under the truck. Slice it and cut a small hole, and reinsert as a grommet around your harness after you install it.
