On a new OME steering damper, how much rebound should one expect if the steering damper is pushed into full compression? Should the steering damper slowly rebound or is the rebound more immediate like in an OME shock?

it shouldn't rebound at all. Unless its gas. The hydro ones are like shocks, they don't have any spring ability, the just dampen the bounce. When they are new some will slowly extend, if you hold then in the compress for a while they will stay there.
Of course i'm just going on experience here, there are some experts on this board that will probably get real technical on the subject.
