Does Rover Solutions still operate?

"RS has currently stopped taking direct orders, distributor information will be posted when available." However, if one was going to attempt at answering your question they would probably go the the RS website and quote exactly what you have quoted: "RS has currently stopped taking direct orders, distributor information will be posted when available." Seems pretty clear to me.
