NAn A/C Question??

My A/C does not blow cold in stop and go traffic, but when I get on the freeway it gets ice cold. The freon is charged to correct levels. Does anyone have any ideas. It's only 80 now but I know the 110's are coming. During the summer here in South Georgia it gets around 100F. It runs hot when sitting still with the air on, but as soon as I get going it cools right down. I'm getting the electric manual to run the check.
