While playing in the snow I hung up and cracked the stupid, low hanging air dam. I noticed later that there was a hose hanging out below it. It goes back up apparently below the battery. I looked at the other side and noticed the same hose hanging the same way only still tucked up behind the air dam. Are these supposed to be loose? I couldn't find anything to connect them to ...

Maybe the headlight washer jets on the bumper?

I don't think so. I ran the washers and they worked ....

Anyone have any other ideas?

Byran they may be some kind of drain hose?

Yes, the Discovery air dams are stupid and low. I bought a pretrimmed DII bumper for $90 and now I can actually clear obstacles.

From my memory of taking of my stock bumper, there is one headlight washer hose which splits and runs to both of the washers. There are also four very small breather tubes than run to both of the front fog lights (2 per light).

The fog light breather tubes extend from the lights and run up behind the front driving lights. If you take off the battery cover + the passenger light cover you should see two breather tubes that terminate in a U-shaped manner hooked onto the body. Just look at how the other ones are hooked, you'll get the idea. You may have to bend the U out of the hose to feed it through, I think it was pretty tight.
