I have the following marine forecast:

MONTEREY BAY- 900 AM PDT FRI JUN 21 2002
.TODAY...WIND NW 10 TO 20 KT. WIND WAVES 2 TO 4 FT. SWELL NW 3 FT EVERY 8 SECONDS. PATCHY FOG. .TONIGHT AND SATURDAY...WIND NW 10 TO 20 DECREASING OVERNIGHT. WIND WAVES 1 TO 4 FT. SWELL NW 3 FT EVERY 8 SECONDS. PATCHY FOG. .SATURDAY NIGHT AND SUNDAY...WIND NW 10 TO 25 KT. WIND WAVES 2 TO 4 FT. SWELL NW 4 FT.
.MONDAY AND TUESDAY...WIND NW 10 TO 25 KT. WIND WAVES 2 TO 4 FT. SWELL NW 5 FT.

I am planning on going out 0.5 - 1 Mile off the shore on a 16' skiff and a 8hp motor on Saturday. Do you think it is dangerous? Should I go or not?

16' is too small for that unless you are VERY experienced. I'm assuming that you're not experiened or you would have been able to answer your question yourself.

In the future, be careful asking advice to complete strangers about topics that could kill you.

Neal, Thanks for your advice.
I did that twice last year and one of those trips was in the similar condition. I made it back ok and the boat guy said it would be fine before we head out. But I felt a little scary one the way back. Not sure if it is because I am not used to it or if it was really dangerous.
