 Think its mandatory in Europe. Purpose is to keep the headlights pointing at the road when loaded, not the sky.

 I have actually always wondered what went there. Thanks for the info.  Anyone have a picture of the switch and know if it would be a good aux switch for something?

 I fitted the master switch for my custom on-board air system in that space using the original bezel.
