Fuel Pump problem??

He experiences problems with the fuel pump. Sometimes it starts sometimes not. The sound from the pump itself is very low(when it is running) but at my Disco it sounds a lot louder. Maybe a dying Fuel pump? Also at the connectors of the fuel pump the volts are 5-6. Is that ok? I found while searching in the archives some treads that say the power there must be 5-6V and some other that it must be 12V.
