My 92 RRC never seems to generate significant heat during the winter. In addition, the temp guage only comes up a portion of the way. Is the radiator that efficient, that it "over-cools" the water during the winter? Would it be safe to put a mask over the front to block some of the cold air and allow the temperature to raise a little? I have had another RRC (89), but don't recall this ever being an issue.

I think there is no thermostat, or the themostat is stuck in the open position.

It could be either the thermostat being stuck open or the fan clutch may be stuck (fan spining same speed as engine).
