My 93 range rover doesn't put out hot air. It just seems to be warm. Also the temp gauge is not hardly moving at all unless the temperature gets warm outside. I have drivin city and highway and it seems to be warmer in the city. What could be causing my problem? Would it be the thermostat or do I just need to put some cardboard in front of the radiator.

I had a stuck thermostat that did this. Change it soon or you'll have a carboned up engine. 2 bolts on the intake manifold. A bit tricky to access, but fairly easily done.

I bought mine at NAPA for just a couple bucks, make sure you get the right temperature setting, 180 degrees?, the only difference was that it didn't have the little plastic plug to let air bubbles through, but a pair of tin snips put a small notch at the top and solved that.
