1990 RRC has been cutting out under acceleration. Idles fine, just cuts out when driving. Feels like fuel is being shut off. I checked the Mass air flow sensor, and it is fine. the code reader says code 17 which according to my manual is the throttle position sensor. I checked it and it has the proper ohms, and is getting a signal from computer. Checked the basics like plugs wires, timing, coil. Could it be the vehicle speed sensor? ideas and how to check would be appreciated? Oh yeah new fuel filter on it.

Did you check the sweep on the throttle pot?

The simptom you describe is typical of a failing TPS, and your code reader says 17. The TPS should probably be replaced every 110k.

when our rrc was acting up as mentioned , cutting out under acceleration, popping through intake and just terrible performance. i noticed that the high tension leads were sparking all over the place. the coil was shorting .... once i replacd the leads everthing was fine. look under the hood a night to see if you see this lightening storm problem.

I also had failed sparkplug wires cause this problem.

On the other hand, how old are your fuel filter and fuel pump.

Had the exact same drama's two weeks ago , my fuel pump was on its way out and would only do it under idle and light exceleration from take off . Purchased a new one from "Petro-fuel inject " Osborne Park Western Australia cost was $240 Aus , the top of the fuel pump / wiring needs some work so email me direct and i will go over it with you it's a walk in the park

You should also be checking the voltage on the tps. This will tell you if it's set correctly. With ECU connected, connect a voltmeter into the back of the multi-plug. POS + to the red wire, an NEG - to the green. Switch the ignition to on position. The reading should be 0.3 to 0.36 Volts. If it isn't, loosen the screws securing the pts and rotate it to bring t into tolerance. Secure the tps. Now, open the throttle slowly to fully open position. The voltage should smoothly and steadily increase. V should be smooth between 0.3 and 4.5 V range.

You might try this first, as it's free :-) The fault code reading the tps shouldn't lie. But, it does sound like it could be fuel filter or pump if not the tps.
