I have a 96 Disco. Last weekend when off-road, I locked the Diff (Low), the amber light was on but, the wheels did not feel locked. Is it possible for the light to be on but not locked? Any other way to test if it is locked.

You only locked your center diff, not the diff in each axle. I am not sure what you mean by "The wheels not feeling locked", but for an explanation on how the 4x4 system on our Disco's work, read the "Basics" article in the "Discovery" section.
