With headlights off, break lights work fine. With headlights on, only a scarce change in intensity. Also, top break light (on top of rear window) is always on when headlights are on and barely increases in intesity when brakes applied. Any ideas on what's going on?

Sounds like a bad ground conection. As a test you can jumper a ground conection from your light to a good body ground and see if things improve. Electrical deamons can be hard to find. Remember Lucas is the prince of darkness.
