Several months ago, I noticed my battery terminals were getting the old fuzz-corrosion. I cleaned the posts, cables, placed petrolium jelly on both. Guess what, I got that old fuzz growth again.
Any suggestions on WHY and What I can do to prevent this in the future?

Buy optima batteries. They are totally sealed and the terminals don't corrode.

Tom,
For that price, I would expect to never see corrosion, however, if something is amiss with the electrical system, I don't know if Optima is the answer. How would anyone feel if they purchased an Optima and the battery still corrodes? I would expect they would kick themselves.
