It rained in Norther Cal the other day, and I tried my rear wiper, and nothing, so, I looked up the fuse, and it said that also runs my cruise control and power windows..they didn't work either. So being the genius that I am, figured it was the fuse...so I replace it...that didn't work. Any suggestions? anyone seen this before?

Check the 20amp fuse called trailer/aux.. it's a wired thing that can mess with those i think.. just give it a try...

I had the exact same problem on my 97. I Assumed the fuse was a goner so I pulled it out and checked it, but it was fine. I Plugged the fuse back in and the wiper has worked fine since. Maybe a little corrosion on the contact? Sounds dumb but it worked.
