Here's the scenario: I was changing my oil today and while trying to remove the oil filler cap, the oil filler neck came partially unscrewed from the rocker cover. I tried like mad with a strap wrench to screw it back to no avail.
Any suggestions other than the dreaded dealer?

I hate those strap wrenches. I can never get them to work when it really counts. I bought a cheap/large set of channel locking plyers at Home Depot. I put a set of rubber ends on them to keep from marking everything up. They work great, but I can' tell if they will work for you in this situation.

My Disco and I are still getting to know each other, so I have been saving my "stupid" questions until I have ordered a manual.
I was sure there is supposed to a funnel shaped item in the oil fill area. I havn't seen it lately and suspected that I have been unscrewing the entire assembly!
Is this true? The filler/funnel unscrews? I'll second the giant channel locks, good for oil filters, stuch jar lids, right up there with 3 pound sledges and pipe wrenches.
