The hoses look ok.
I need another round of trouble shooting. What's the next thing to check?
The vacuum pump? The actuator? Electrical? (God forbid!)
How can I test these things before I go out and have to buy new ones?
The vacuum hose coming out of the firewall goes to a "T". One end goes to the actuator by the throttle, and the other goes to somewhere forward near the headlight. I assume this is where the pump is.
Any suggestions would be appreciated.

Also, could it be the speed sensor not working?
You have to be over 28mph for the cruise control to work, so possible the speed sensor isn't sending the speed.
Where is the speed sensor? I have the Haynes Repair manual, but it doesn't describe very well where the sensor is.

Scott,
If you're feeling really ambitious, disconnecthe vacuum line from the "t" to where it runs into the back of the black vacuum unit. Give it your best Monica Lewinsky, and see if the throttle control mechanism on the other side moves as you suck. If you're sucking and it's not moving, you have a hole in the diaphragm inside the vacuum unit. If it moves back and forth as you suck, look elsewhere. Good Luck, Jay & Lazarus--'94 Disco.
