Fault code 48...help

I recently had my check engine light come on, I sent it to the rover dealer and they said it was code 48 and wanted to replace the stepper motor (for $450). There seemed to be nothing wrong with the truck, it was idling fine so I said no. I took the stepper motor of, it had a build up on it, so I cleaned it, and put it back in. the truck is even ideling better now (when turning, when the ac is on, seems to keep a constant 700RPM ish). I reset the OBD box and as soon as I turn the ignition on (not start the truck) I get the same fault, which I find weird. I am pulling the connector while the truck is running, waiting 5 seconds and then putting the connector back on. This clears the display (its a 95 Disco), then I turn the truck off, the main relay drops, then I turn it back to the on position (not turning the truck on) and the display reads 48 again.

I am not totally convinced the stepper motor is bad, it seems to idle fine.

any clue what I can do to get that engine light off?

I clear the display by disconnecting the battery on my 95. (Remember your radio code!) Don't know if this would do anything differently than disconnecting the display unit. It might. I finally got tired of worrying about it and just disconnected the check engine light!
