Anyone else have this problem. Everytime I shut the rear door or the passenger side rear door my fuel panel pops open. Is this supposed to lock when the car is parked and locked?

I assume you're talking about a DSII, as the earlier shit locked (hehe...). There is a LR bulletin to address this concern. It consists of replacing the little plastic v-latch. Ask your dealer.
