Can I run 245/70-16 tires with AR steel wheels on my stock 96' D1?

I think that you can, b/c you can run 245/75-16 on the stock suspension. As usual, you would have to do some trimming on the rear.

No need to trim for 245/70/16; only if you go to 245/75/16. I bought my DiscoI used with 245/70/16 on stock wheels and stock suspension. Runs very nicely and the speedo is dead on at 70 mph. So, you should be able to run the 245/70/16 on the AR wheels. Looking forward to seeing what it looks like...DougC

You will need to trim a little of the rear of the rear fenderwell. The AR wheels have 1" less of back spacing. The wider tire and decrease in offset will prevent the tire from stuffing neatly into the fenderwell as it did with the stock tires.
You might also have to trim your bumper end caps a bit if you still have the front spoiler mounted.
Go find someplace to ramp your vehicle. Be sure to turn your front wheels fully from side to side to check front clearance. See what kind of clearance you have before you buy the new tires. Then you will know for sure that whether or not you will have to trim.
I have a write-up on fitting 245/75/R16s on American Racing steel wheels on www.discocrazy.org. I had to trim much more than you will because my tire height is 75, not 70, and I have long travel suspension.
