My 1997 Disco has a check engine light that comes on sometimes, and others it doesn't. Any tips on do it your self diagnostics, or do I have to spend $80 for Land Rover Diagnostic?

Your 97 Disco has OBD II, the only way to see what the error codes are is to hook up a scan tool. Your options are to get your own tool, bite the bullet and go to the dealer, or try an independent shop.

Eventually I am going to get a classic Range Rover. Will this scan tool work for that too (if I have a problem)?

Scroll down the page to the thread titled "Best OBD-II scanner for under $150?" - there are 2 links in that thread.... OBD-2 is the one who has Rover-specific codes.
