I had this same problem a year and a half ago with my 1995 Range Rover Classic Short Wheel Base. Additionally, the Electronic Air Suspension would not lower to the "access" position either.

My Range Rover has the air bag dash like my 1998 Discovery, so I hope the following components are in the same location.

First, empty the glove box. Next, manipulate the spring levers that stop the glove box in the normal position, and drop the glove box in the full down position to expose the green and yellow Siemens brand relays. No hand tools are required to do this. The green relay on the left side was found to be malfunctioning. I determined this by exchanging with another green relay (the key came out and the Electronic Air Suspension would lower to the "access" position).

I purchased a new Siemens brand relay, installed it and have not had any more problems.

I don't think that has anything to do with his problem. The disco key cylinders are defective, and the key will physically get stuck. Mechanical problem, not electrical.

Get to the cylinder, lube it with some slippery spray s.a. wurth 2000 or winzer polylube, and give it a good whack with a hammer. If that doesn't work, email me and I will tell you excactly what you need to do to get your disco started w/o a key by private email.

Please consider the following.

There is an electrical solenoid on the ignition switch that will not allow the key to be removed "IF" the transmission lever is not in Park on the automatic transmission equipped vehicles.

There is a switch on the transmission selector lever in the Park position. This switch goes to the relay that controls the electrical solenoid on the ignition switch. When this relay malfunctioned, the solenoid "locked down" on the ignition switch and I could not remove the key.

This originally happened to me on vacation is Scottsdale, Arizona. One of the technicians at Land Rover of Scottsdale, tried using different "slippery sprays" without success. To get me back on the road, he unhooked the connector on the solenoid on the steering column so that I could remove the key. He told me that the problem was most likely with the switch on the transmission selector lever in the Park position.

When I returned home to Southern California, I troubleshooted the switch at the Park position in the console. The switch was found to be functioning properly. I called Symes Land Rover in Pasadena, California, and a technician there told me about the location of the relays behind the glove box. This is how I was able to fix the problem.

I can't advise if this is the case with manual transmission equipped vehicles.

I am offering this information above as a way to avoid disassembling the center console, and then finding out is was the relay after all.

That happened to me about 9 months ago. Unfortuenly I had to have my disco towed to the dealer where they had to replace the key cylinder. After talking with the mechanics I found out that the Disco key cylinders aren't that durable.
