I thought I saw this posted here, but my search results did not turn this up....so now I don't know where I saw the possible answers.....the problem is, even in a NJ winter, the dual electric fans will not turn off. At the risk of burning the motors out, I pulled the fuse on them.....but come summer, I won't have any AC. Any thoughts on how to go about fixing this?

Install a switch. then you can make your own judgement. Leave switch on all summer, or off all winter. Turn it on off-road. It's a simple task because you have an electric fan.

On a 100% working system, are they supposed to be on all the time? What is supposed to cause them to come on? Is it a thermostat or the effect of turnign the A/C on?

There are at least two circuits that control the electric fans.
First (and most accesible) is the thermotstat controlled circuit. The temp sensor is on the top of the engine's thermostat housing and closes the circuit to the fan relay when temps are high enough.
Second is the a/c circuit. Switch on the a/c and the fans come on too.
I'm guessing that the thermostat switch has failed. Simple enough to check with your Ohm meter, right?
