I have a 96 disco. The runing light in the top left corner of the housing does not work. the brake light works just fine. I replaced the bulb with a brand new dual filament bulb and the running light still did not work, brake did. I need help on this one because I no longer have lights in my bumper and the tail is a bit dark if I dont run my reare fogs. Another question I have is how to replace the bulb inside of the rea fog lamp switch on the console. Anyone done this before?

First thing I would do is test the wire going onto the light houseing. It should show ground or nothing at all if the running lights are off and will show 12v when lights are on. If the wire is good then you have a bad socket and you will need to replace that. If the wire is bad you can try and find out if there is a short somewhere along the wire (I doubt it thought because that should cause A blown fuse an problily the other lights to go out as well) But some cars like Mercedes have all the parking lights isolated from each I don't know why but they do.
I have A Dll so I'm not sure about your car but if your running lights DO NOT control your blinkers you can just jump a wire over to the one on the right side. If they do control your blinkers then you will have to track down the problem and fix it.

Funny thing... I have a 98 and I haven't had a single bulb burn out yet... I probably will tonight now that I just typed that but, it's strange.. Not a one..

Did you try any of the troubleshooting tips above? if so what were the results.

Josh, is this THE crisis that occured this weekend? Sounds serious.
Ken has good advice. If you don't have the simple circuit tester, make your own with a bulb, two pieces of wire, and tape. And if it is impossible to fix, just keep a flashlight on and tape it in there. Should work fine until next spring.
