I own a 1995 Land Rover Discovery with a Atlantic British front skidplate and a Land Rover wrap-around grill gueard. I want to cut off the bottom part of the bumper, but I have no idea how to,can someone please help me?

The air dam is bolted on, you don't need to cut it off. It's bolted to the bumper, you can see the bolts coming through if you look behind the bumper.
You will need to cut of the lower part of your bumper end caps, however. If you don't want to cut, you can buy the short bumper end caps.
They are available from most of the aftermarket vendors.
