I don't have the brackets only have the boards. Do I need it?? Also, does it required drilling??

each board has 2-12 inche metal sticks and that's all I have

disregard the picture. I was trying to draw it, but can't lineup right. Basically, I just have the board with 2 sticks coming out.

You need brackets that attach to the running boards. They attach to the frame where the body bolts to the frame. You might want to check with your LR dealer to see if the brackets are available.
