I am in the middle of instaling a thrid member and I was wondering how long I should let the permatex set up befor I put Oil back in And drive and also the torque for the third member bolts and any tips on using permatex. thanks for the help.

No need to let it set any longer than it takes you to get all those bolts tight. I don't know the specs,,,I just tighten by 'feel' with an 8" ratchet and don't exactly hang on the thing, but the get tight.

ps Permatex hints: use it liberally, making sure it seals all the way around and around the studs. Make a nice bead and don't try to rub it smooth with your finger. If any smooshes out, don't cut it off, at least for a day or two, so you don't mees up the seal.
