altho this has nothing to do with ROVERING, it does show the extent people will go to mess with your life and how far our courts and govt. will let them. enjoy, but think what is next!

"On the Outdoors" sportswriter Michael Marsh writes in his outdoor
sports column that sporting dog breeders may have licensing
restrictions. This article is from the November 14, 2001 issue of the
Tabor-Loris Tribune. His article states that "A U.S. District Court
has ruled in favor of animal rights interests in a case regarding dog
breeding licensing regulations."
" INDIVIDUALS SELLING DOGS AS PETS MUST NOW BE FEDERALLY LICENSED."
"In a lawsuit brought by the Doris Day Animal League (DDAL, the U.S.
District Court for the District of Columbia decided that virtually
all individuals who sell dogs for pets must obtain a federal license
and comply with all applicable requirements of the Animal Welfare
Act."
"This ruling invalidates the regulations that individuals whoe sold
dogs as pet from their residences were exempt for AWA licensing and
regulations. No ruling was issured on the claim that AWA also
requires licensing and regulation of those whoe sell hunting dogs,
but proponents expect a legal challenge when the agency issues its
final regulations on this situation."
" Implications of the court's decision are enormous for all sporting
dog owners. All of the breeding, maintenance and sale of hunting dogs
by an individual dog breeds and sells even one litter of puppies from
his residence will come under federal jurisdiction. This will allow
animal rights groups like the DDAL and People for the Ethical
Treatment of Animals (PETA) to use federal courts, regulations and
law to harass hunting dog owners and breeders."
