Does anyone know how to program the transmitter for for a 97 Discovery.

If it is a new remote or alarm module, then dealer must program the two button remotes with a testbook. If you just disconnected the battery, then you can merely re-synchronize yourself. To do that, there is a sequence of button pushing within a few second interval - I cannot remember the details, but it is in the Workshop manual.
