Idle surges during deceleration. Anyone know why?

My 97 Disco just started this: When I let off the gas, or when I have the throttle in that limbo position that is sort of half way between coasting and decelerating, the engine starts surging. As the RPM is falling, and reaches about 1500-1700, the engine speed will suddenly fall to idle then begin surging from about 750 up to around 1500. It surges 3-5 times then settles down to normal.
The surge peaks high enough to send some power to the transmission, which is obviously not good when you're trying to coast to a stop.
The odd thing is, It only seems to do this when the A/C on. Here in south Alabama the A/C is going to be on from now until December. Anyone know how to fix this one?

you have an IAC/stepper motor problem. check out the tech section(if i'm not mistaken) about how to cure this problem.
