The lever pulls back fairly easy. The hood can be opened with some pushing on the hood while the lever is being pulled. I lubed the latch really well... sometimes it opens.. sometimes not. Is this a cable issue?

This is common on the DSII's. My cable was replaced after less than a year of service.

Probably cable - you can readjust the existing cable easily at the latch without taking anything apart and see if that helps, or for about $13.00 replace the whole cable - not diffiuclt, just a bit fiddly.
